Porto Alegre, Rio Grande do Sul, Brazil – April 29th, 2026 – ARVUT Meio Ambiente Ltda. and JB Energy – Japan Blue Energy Co., Ltd. have signed a Strategic Memorandum of Understanding (MOU) to collaborate on environmental and social studies for the Aura Sul Wind Project, Brazil’s first floating offshore wind demonstration project.

The agreement was signed by Rodolfo Trentin Gonçalves, Chief Executive Officer of JB Energy, and Kayo Cezar Freitas Soares, Chief Executive Officer of ARVUT, during a ceremony at ARVUT’s headquarters.

The partnership establishes a long-term collaboration focused on environmental licensing, environmental studies, social engagement, and regulatory support for one of the most innovative renewable energy initiatives currently under development in Latin America.

For floating offshore wind projects, environmental licensing is much more than a regulatory requirement—it is often the critical path that determines project development, risk reduction, and long-term bankability. Successful project execution depends on a comprehensive understanding of environmental, social, and regulatory conditions and on the ability to build constructive engagement with communities, stakeholders, and government agencies.

Scope of Collaboration

 

Under the Memorandum of Understanding, ARVUT will support the development of the Aura Sul Wind Project through its expertise in:

  • Environmental licensing;
  • Environmental and social studies;
  • Physical, biotic, and socio-economic diagnostics;
  • Environmental impact assessments;
  • Area of Environmental Influence definition;
  • Environmental risk analysis;
  • Environmental Management Plans (PGA);
  • Stakeholder engagement and regulatory support;

As environmental and social consultant for the Aura Sul Wind Project, ARVUT will perform the complete Environmental Study required by IBAMA to support the Preliminary License (Licença Prévia – LP), including all activities defined in the Terms of Reference (TR) issued for the project.

The partnership also establishes a long-term framework for continued collaboration during future licensing phases, including the studies required to support Installation and Operation Licenses.

 

A Strategic Partnership for Brazil’s Energy Transition

 

Aura Sul Wind is being developed by JB Energy as Brazil’s first floating offshore wind demonstration project, located approximately 65 km offshore from Rio Grande, in the State of Rio Grande do Sul.

Beyond demonstrating the innovative Raijin Float® concrete floating platform, the project aims to establish technical, environmental, and regulatory benchmarks for the future development of floating offshore wind in Brazil.

The partnership with ARVUT represents another important milestone in building an international ecosystem of leading partners capable of supporting every stage of the project’s development, from environmental studies and community engagement to engineering, permitting, and future deployment.

About the Aura Sul Wind Project

 

The Aura Sul Wind Project is Brazil’s first floating offshore wind demonstration project and one of the most advanced floating offshore wind initiatives under development in Latin America.

At the heart of the project is the Raijin Float®, an innovative concrete semi-submersible floating foundation developed by JB Energy and specifically engineered to support the MySE 18.5 MW offshore wind turbine by Ming Yang Smart Energy in Brazilian waters.

As the project evolves, Aura Sul Wind continues to integrate globally recognized technologies and engineering expertise across every major discipline, including environmental and social studies by ARVUT, Geo-data and site characterization by Fugro, offshore power substation technology by Hitachi Energy, and offshore power cable systems by Prysmian. Together, these strategic partnerships are creating a robust and scalable technological ecosystem for the future commercialization of floating offshore wind in Brazil.

The project has already reached a major regulatory milestone with the issuance of the Terms of Reference (TR) by IBAMA, allowing environmental studies and detailed engineering to advance toward Brazil’s environmental licensing process.

Rather than developing a single demonstration project, Aura Sul Wind is building the technological, industrial, environmental, and regulatory foundations for the future of floating offshore wind in Brazil.
